flannel bug fix update

Identify and remediate systems affected by this advisory.
Topic
An updated flannel package that fixes one bug is now available for Red Hat
Enterprise Linux 7 Extras.
Description
The flannel package contains an etcd-driven address management agent, which
manages IP addresses of overlay networks between systems running containers that
need to communicate with one another.
This update fixes the following bug:
- Previously, if the Virtual Extensible LAN (VXLAN) back end could not create
the VXLAN interface, it immediately terminated the execution of the flannel
daemon. This could happen, for example, if the etcd server was down at the time.
As a consequence, the flannel daemon failed to start even if the problem that
prevented the interface from being created was only temporary. With this update,
the VXLAN back end repeatedly tries to create the interface again after one
second. As a result, the flannel daemon is started when it is possible.
(BZ#1184579)
Users of flannel are advised to upgrade to this updated package, which fixes
this bug.
