malformed name and version in perl-Chart package fixed

The perl-Chart package included in Powertools 7 has a malformed name due
to inconsistencies in CPAN at the time the package was autogenerated.

The perl-Chart package had the version number merged into the name of
the package due to how it was named in the CPAN archive at the time the
package was autogenerated. The new package has a proper name and version
number. Also, a runtime requirement of the perl-GD package was added to
the update. The perl-GD package was not shipped in Powertools at the time
of pressing, and is included in this errata.

For each RPM for your particular architecture, run:
rpm -Fvh [filename]
where filename is the name of the RPM.
